How id D the right answer? It is not telling if the city has been improved or not just talking about the effects of media coverage on city's cleaniness.

Minister: Over the last three years, we have spent a considerable amount of time, money, and effort to clean our major cities, which had fallen into disrepute over the matter of public hygiene. These efforts clearly demonstrate our concern for cleanliness and the environment.

Press representative: That is not entirely true. All your efforts were heavily covered by the media and have helped you generate a positive image as a pro-environment government. Certainly, this move has political benefits, and you are not truly concerned about whether the underlying work is carried out effectively.

As per minister his efforts demonstrate there concern for cleanliness and the environment. Why? because for the last three years they spent a considerable of time money and effort to clean the major cities, which are in bad reputation when public hygiene is under consideration

Whereas the press representative is saying your claim is not entirely true your efforts were heavily covered by the media and have helped you generate a positive image as a pro-environment government, and your move has political benefits, and you are not truly concerned about whether the underlying work is carried out effectively.

The press representative’s conclusion would be most properly drawn if it were true that

The question is basically an assumption, we need option that makes the conclusion " The government is not truly concerned about whether the underlying work is carried out effectively; the efforts are just for political gain. " to be hold true. The Press Representative jumps from the fact that the government received media and political benefits to the conclusion that the government does not care about the actual effectiveness of the cleaning. This assumes that having a political motive and having a genuine concern for effective results are mutually exclusive.

D) the heavily media-covered cleaning campaign did not yield significant results in actually improving the cleanliness of the cities- If the campaign got heavy media coverage but yielded no actual results, it perfectly bridges the logical gap

A) the minister’s efforts regarding the cleaning campaigns were not as successful as similar efforts made by another minister in another state during the same period
B) the minister consciously used the cleaning campaign as a marketing tool in the media
C) if the money spent on marketing were spent on additional cleaning efforts, it would have been more beneficial for the cities
D) the heavily media-covered cleaning campaign did not yield significant results in actually improving the cleanliness of the cities
E) the press had covered other cleaning campaigns elsewhere, which were not marketed so heavily in the media

D is the best choice.

Both D and B don't make a lot of sense and can be argued against. If anything, B is a more correct answer.
