Parents are angry, and looking for ?

It is understandable that parents are angry, and looking for someone to blame.

This sentence is correct as it is. Parents are angry at the present moment and at this very moment they “are looking” somebody to blame. The parallelism is also maintained here. Since “are” is a common element before “angry” and “looking”, it has been kept understood before “looking”.

Simple present tense is used to present general fact and universal truths. If we say that parents look for someone to blame, this will mean we are talking about a general fact about the parents. They always look for someone to blame. This is certainly not the intended meaning in the original. The original meaning is about right now, at this moment, and hence, “looking for…” is correct here.
