I faced "most strongly supported by" phrase in Inference as well as Strengthen questions.
Can experts tell me how to decide on what kind of question it actually means?
As you rightly mentioned, it could be either depending on question stem.

conclusion is most strongly supported by which of....... -strengthen
Argument most strongly supports which of the...... Inference
Which of following is most supported by ......... Inference

If stem says, assume answer choices to be true, then its strengthen question

If stem says, assume stimulus to be true, then its Must be true question.

Note: Stem always says which part to assume true.
