I have attached two images. One is a problem and one is a rule. I am not able to understand why is it that I cannot apply the rule to this problem? or can I apply?
I know that the radius hits the tangent at the right angle and hence I can solve the problem with that rule.
But what im not able to understand is that - isnt UT a chord and angle O an angle in the alternate segment? Why cant I solve it with the rule (attached)

Dear shawncoffee, I'm happy to respond.
My friend, I know geometry inside-out, and they way these folks have phrased "Rule 5" seems pure gibberish to me. The wording of that rule is about as bad as I have ever seen any mathematical idea explained. On the basis of that alone, I would question the pedagogical value of that source.
