OA is B.

I chose D. Since we are talking about preventing 'proliferation' of weapons, D talks about first ensuring whether the countries to be sanctioned indeed have means to proliferate....that was my reasoning.

B states that it must first be ensured that countries to be sanctioned actually have built weapons...even if they have built weapons, if they don't have the capacity to proliferate (for whatever reason), I thought, it should not be a concern...
