Option C because the argument says no. of applications increased -->no. of admission offers increased but size of class remained same.
Only possible if applicants offered admission decided to attend other colleges.I didn't go into the numbers.

I will go with Option C "This year, nearly twice as many accepted applicants at College X decided to attend other colleges."
