tenth’s digit means digit right after decimal

(1) X < 1/2
X< 0.5 , X can be 0.49... or 0.3.... or 0.2.... and so on
We are not getting unique value of tenth's digit.
So Statement 1 alone is insufficient
(2) X > 1/3
X > 0.33333......
X can be 0.35 ,0.4,0.5 and so on
We are not getting unique value of tenth's digit.
So Statement 2 alone is insufficient
Combining (1) and (2), we get 0.33333...... <X< 0.5
X can be 0.34 or 0.4
Tenth's digit can be either 3 or 4.
After combining (1) and (2) also , we are not able to get a unique value of tenth's digit.
