60 Students:
2/3 Girls = 40/60 -> 40 Girls; so the remaining 20 students are boys.
2/5 Students taking music lessons -> 24/60 = 24 students taking music lessons
-> max. number for girls not taking music lessons: all 20 Boys taking music lesson + 4 girls = 24 students
-> 40 - 4 = 36 Ans. D
