Actual Stay = 18 at XYZ and 42 at ABC
Preference = 33 at XYZ and 27 at ABC.
Now assume all 33 who prefer XYZ are given accommodation at ABC and XYZ is has 0 preference and 18 non-pref while ABC will have 9 pref and 33 non-pref. So 51 IMO A

To find maximum number of NOT preferred accommodations, Give preferred accommodations the least = 0 (as shown above)
Total non preferred = X + Y = 18 + 33 = 51
IMO Option A
