C is..

D is ambigious .. it can mean "more small cars" or "more efficient cars"

As in D and E, more fuel efficient small cars means tht...increasing the quantity of the cars rather than...increasing the fuel efficiency...
thts y eliminating D and E

In A and B, "their" pronoun ambiguous..dunno, if it;s the history of the manufactuers or the history of the small cars.

C avoids these 2 mistakes...

Must be C....

E and D distorts the meaning of the sentence... we are talking about the cars that are more fuel efficient and not about the quanitity of that kind of cars....

A and B have words their and they which have no clear referent....

"those" in D does not have a clear antecedent. It could refer to the manufactures or the small cars.

Another hint on why to choose (C) here: ...in history... is idiomatic.
