-Is it possible to apply to programs, like the ones from LBS, that have a minimum GPA of 3.3?
A: Unlikely, unless they grant you an exception. It'd be one thing if you had a GPA of like 3.2, but a 2.3 might be too low.
-What are my chances for the top schools?
If you don't do better on the GMAT, it'll be very hard for you. If you can get a killer score, you might have a shot. It'll all come down to the GPA question and how you craft your essays.
-How much GMAT will I need for them?
A: There is no minimum GMAT, but I would think you need to at least clear a 700. Ideally, if you can score above a 730 that would help tremendous especially with your GPA.
-I only learned about MiMs last week; should I apply this March or wait until next year?
A: If you think you can pull together applications by March (which is more than possible) and are eager to go this year, then apply soon. There's no harm in waiting a year but you should have a reason for doing so such as trying to improve your candidacy/overall profile.
-How are my chances with scholarships?
A: At these schools, probably slim but you never know! If you really want scholarship money, I suggest applying to third party programs for which you qualify.
-Which points should I raise when addressing my GPA?
A: List the ones you have mentioned here. If they are legitimate, you should have no problem explaining why your GPA is well below average.
