(1) B is the midpoint of AC. Insufficient. Doesn't tell us anything about how long AC is. It could be 50m long, it could be 1000m long, we don't know.
(2) AB = 5. Insufficient. Doesn't give us any information about how long BC is. So we can't tell the total length of AC.
Combining (1) and (2)
B is the midpoint of AC, means AB=BC and since AB=5, BC=5, and AC=5+5=10
Hence, our answer is C.
