Simply use the options.

When the hundreds digit and ones digit are interchanged, the new number is about 400 less. So the ones digit will be about 4 or so less than the hundreds digit.
Only (D) fits. Let's check.

713 - 317 = 396

Answer (D)

or say
99( c-a) = 396
c-a = 4

options B & D are close

I did the same mistake as you. Read the question carefully. It says the new number is 396 less than the old number. The word "less" is important here.

Now if you take option #B, if the current number is 327 then the new number is 723 and it is 396 more than the current number. So incorrect. The new number has to be 396 less than the current number. So it should be D.
