The easy and right way: Since you have 11 districts if the smallest one has to be within 10% of the largest. The lowest number will have all 10 other districts with the same size.
(132,000 - X) / 10 = 1.1X
132,000 - X = 11X
132,000 = 12X
X = 11,000
Remember if you can't do the right math, it is multiple guess so at least narrow it down.
Pick the middle one as the first test since you can narrow it down from there.
132,000 - 10,900 = 121,100
121,100 / 10 = 12100
10900 x 1.1 = 11990
Since that was to small go to the next one up. 11,000
132,000 - 11,000 = 121,000
121,000 / 10 = 12000
11000 x 1.1 = 12000
Since 12,000=12,000 the answer is D, 11,000
