Let the list price be L.
Regular price becomes \(.8\)L and \(.9\)L for Andrew and Clair respectively.
(1) Andrew received a discount of \(10\) percent off the regular price.
So Andrew's buying price becomes \(= .9*.8\)L
However we know nothing of Clair.
INSUFF.
(2) Clair received a discount of \(20\) percent off the regular price.
So Clair's buying price becomes \(= .8*.9\)L
However we know nothing of Andrew.
INSUFF.

We can see Andrew's and Clair's buying price is same.

Note: Question is not asking whether they received the same amt of discount. Rather after their respective discounts did they pay the same price or not?
