1. "there was/were" should be aware of in Gmat; it makes the sentence awkard. Anyway, D means that "the public health" rather than "the concerns" leads to the contruction; D is awkard and OUT. E has the same error as D, E out
2.in C "btw 1876 and 1904" modifies the verb "lead", so "have lead" should be "led", C out
3. in B "btw 1876 and 1904" modifes "the systems", suggesting that "the system serve Boston only from 1876 to 1904. B out

A looks good. simple past "led" is required here. B,C have led is incorrect. D,E There were --redundant and also verb 'leading' incorrect
