IMO, in choice B, the phrase "that they will sell them later" is redundant. "Of selling them later" is a more concise way of stating the same concept. Also, in choice B, "the passage of the Anti-Cybersquatting Consumer Protect Act in 1999" infers that the act was written in 1999 but the passage of it was when? This answer choice doesn't state when. Choice C states "the passage in 1999 of the..". Choice C clearly states when the act was passed.
