For me, this case is nominative case..

No one but he could have told them that the thief was I.

is SAME as

NO one but he could have told them that I was the thief.

IMO "ME" is used when action is directed towards the speaker from some other subject/object..(I MAY NOT BE VERY CLEAR...!!). Few example...

Talk to me.
He was walking with me.
It is me.

But in the given sentence, its speaker who is talking about himself..!!
