This is a Must be True question type, which means that whatever information is presented in the answer must be corroborated with what's presented in the stimulus.

With option C, you're drawing a conclusion that if MOST of the government are corrupt, some need not be correct. But this is not explicitly stated in the passage. Whereas with B, it is actually stated in the passage that there are some weak governments that have plurality of political parties and hence the answer is a restatement of the stimulus as opposed to self-drawn conclusions.

This is a good example of a question that tests your ability to pick the "best" answer choice.

D is the next best contender but it is too much a stretch when it starts "All..."

D is the best inference of the choices. I was leaning toward B but then whiplash you made me realize that it was stated in the QS.

If you want to forget the data and just focus on logic, Most S are C. Some M are C. All C are W. Before you move ahead, ensure you understand that the relation is as shown in the figure. Ques1.jpg (A) Every country with weak local govt. has a single political party. i.e. All W are S - Not necessary. (B) Some countries with weak local govts have multiple parties. Some W are M. - Definitely true. Correct answer (C) Some countries with weak local govts do not have corrupt national govts. Some W are not C. - Here, remember that the circle of W could overlap with C. In that case, there will be no W who are C. Hence this is possible but not necessarily true. (D) Majority of countries with weak local govts are single party countries. Most W are S. - Not necessary. It is true that most S are W but most W are S is not necessary. Look at the diagram. (E) We do not know how many multiparty and single party countries are there so this is irrelevant.
