There's not really a consensus on this matter. Consensus certainly does imply opinion, so the "of opinion" doesn't really add anything, but I'm not sure the GMAT tests this. In fact, the only time this expression appears in the OG is in an RC explanation. In other words, the writers at GMAC think "consensus of opinion" is okay. Does this mean they wouldn't count it wrong on an SC problem? Don't bet on it. The RC passages themselves sometimes violate the rules used for SC. Uncool, I know.
