Argument asks to find out an option that strengthens the claims of Barrington of winning award over Arlington. If we can justify that Total area newly built by B is greater than total area, newly built by A, we would be able to strengthen the argument.

Option B says that Total area built by A = 0.8 * Total area built by B...which is a reason to strengthen the argument.

E talks about percentages and we are looking for actual numbers in area

expert can you explain how B can be the answer as i chose E because i the green space in county B has increased more than that of county A ,so how could be B is the answer ?

There are already some good explanations in this thread. We know that a) winner will be the one which has maximum increment in area (absolute value not %age) and b) there is no info about total acreage of each town. Therefore any answer choice that only relies on %age values is not correct. Only option B ensures that increase of A will be numerically less than B

Let 'a' and 'b' be the land area of the towns.
A's Green space (GS)= 0.55a implies additional GS = 0.45a
B's Green space (GS)= 0.45b implies additional GS = 0.55b

As per option B, 0.45a <= 0.55b. This is only possible if a<b.
So option B clearly justifies that town B will have more 'green space'
