As the question said, "maximum one" It includes households with one and no investments but not both.

Household with both investments are = 8*1000= 8000

Total household = 50*1000 = 50,000

50,000-8,000= 42,000

(42,000/50,000)*100 = 84%

Households that invested in at least one of real estate and stocks represent [78%] of the total households in the city.
Invested in neither: 11
Invested in RE only: 16
Invested in Stocks only: 15
Invested in both: 8
=> Total: 50
% Invested in neither: \(\frac{11}{50} = 22%\)
=> % invested in at least one of RE or Stocks: 100% - 22% = 78%

Households that invested in maximum one of the two investments - real estate and stocks - represent [84%] of the households in the city.

% Invested in both: \(\frac{8}{50} = 16%\)
% Invested in max 1 of the 2 investment (RE and Stocks): 100% - 16% = 84%
