It is because the original sentence conveys a wrong intended meaning. To take someone for a ride, is an idiom which means to deceive or to cheat. GMAT needs not just grammar but also also meaning.

Oh yeah...this completely missed my attention :) .

So, the correct sentence will be:

The driver gave the people who had been waiting, a ride.
