I cam across the below sentence -
"Suitable habitats for falcons, extremely fast birds that can operate effectively in tropical environments, found in many parts of the forests and grasslands."
Subject - "suitable habitats"
I see that there is no verb in the above sentence. However wanted to clearly understand why "found" cannot be considered the verb in this context.
Hoping to get an explanation. Thanks in advance.

Some eagles found in Alaska. -> This doesn't feel complete, right?
Some eagles found in Alaska ARE protected by law.
In a sense, the FOUND IN AMERICA is a description. The FOUND doesn't "operate" as a verb for the sentence.
