I reason it out the same way.

THOSE is used to make comparisons with plural subjects

THAT is used to make comparisons with singular subjects!

Any other explanation is welcome!

You are right rahul.

THOSE should be used for plurals and THAT should be with singular subjects.

The number of women in state legislature is greater than THAT in federal.
A number of women in state legislature is greater than THOSE in federal.

exactly the difference if whether the object is in plural or singular form.

This sentence seems wrong to me:

"A number of women in state legislature is greater than THOSE in federal."

If it's plural shouldn't it be "are greater than those". You use "A number of women" which appears to be singular.
