1. Since the value of enrollments increases with an increase in the advertisement budget. The relationship is a strongly positive one.

First Blank: (A) Strongly Positive.

2. Since the total revenue was 1,890,000 at 9000 per child.
We can calculate the total number of children by using unitary method and conclude that the total number of children= 1890000/9000 = 210

This value in the graph (210) corresponds to 18000

Thus,
Second Blank: (D) 18000

I had the same doubt.
Here's how to think about it:

In real-world business language, revenue = total money received, which may come from multiple sources. Here we can consider revenue to be the money child care centre would generate based on the advertisement budget. We know there's a positive correlation between the two, so the more money you spend on ads, the more enrollments you get and further, the more revenue you generate.

Number of enrolled children = Total revenue/Revenue per child
Number of enrolled children = 1,890,000/900 = 210

Now you just need to check, for 210 enrolled students, what was the advertising budget? So corresponding value on X-axis is 18,000 so that's your answer.

You’re not directly relating revenue to ad budget.
Instead, you're using the graph’s link between ad budget and enrollment, and the problem’s link between enrollment and revenue, to bridge the two.
