Clearly, C is the best choice. The passage argues that it is not the frequency (The number of cases ... is very small) of welfare fraud that forms public opinion, but the type of fraud.

Yes, C. Because criminal manipulation of welfare happens so rarely it is likely to provoke the most public outrage.

IMO - should be B as the question is and "against" agrument

B alleges what the argument tries to refute.


B) A type of welfare fraud can both be common and lead to widespread

This is from kaplan. The explanation is : Author argues that extreme cases of welfare fraud have much greater effect on public opinion than standard cases of welfare fraud. This is what is used by public in the anti-welfare arguments.

Therefore the statement that supports "against" this view is Standard cases of welfare fraud are cases that interests the public.
