Official Explanation:



Answer - A
Concepts tested: Comparisons, Pronouns

A – Uses the right comparison and pronouns.
B - To what ‘they’ refers is not clear.
C - The use of the pronoun ‘what’ is inappropriate in such comparison contexts.
D - ‘Other’ is missing – the comparison is between this 10-year period and others – ‘other’ is needed to bring out this meaning unambiguously.
E - Same as B and D

Confused between A and D , if you go with meaning A is saying "the price saw more fluctuation" this seems little absurd how price saw anything thats why choose D.

Waiting for expert comment.

viv007 - verb point of view all choices are correct, the difference is in what we are comparing. "the price saw more fluctuation" this is very common term , you can even find it in newspapers as well. I can see where your doubt coming from. well this is not the way we usually speak in day to day life, but GMAT is not about that. Usually you have to find the USP of the problem. such as in this case its comparison. in general consider all aspect of a sentence. right entities for comparison is very important.

B is wrong because it uses ‘they’ for the singular ‘price’
C uses ‘what’, which is not the right pronoun
D is missing the word ‘other’ from the end
E has both of the problems from B and D.

So A is the right answer
