Statement 1 is sufficient, because it means:
r = x*y*z*a*b*...*z
s = x*y*z
where x,y,z - the same factors of r and s. Hence, r/s is always an integer.

Statement 2 is insufficient, because we can pick two examples that lead us to different results:
1. r = 2, s=2 => r/s - integer
2. r = 2, s=4. Every prime factor of s (which is only 2) is a prime factor of r. r/s is not an integer => answer is A.

BTW I don't like this question, it seems to me ambiguous because of different ways we can understand "every prime factor".
