It doesn't say about "members of committee" but rather members of the WHO. I felt that it was a very vague statement given that members of WHO is not directly mentioned anywhere else in the passage and it refers to the member states?

D. Talks about the situation at hand " polio spreading" and hence fits better with the second last sentence & also follows logically.

The recent spread of the polio virus is a public health emergency of international concern as per the World Health Organization. Ten countries currently report evidence that the polio virus, which can cause paralysis, is circulating among people. WHO Director-General Margaret Chan recently convened a committee to evaluate international efforts that began 25 years ago to eradicate the disease. The 14-member panel found disturbing evidence that interruptions in vaccination programs have allowed the virus to break through in some parts of the world.

Which of the following best complete the passage ?

A. This raises the possibility that when the virus becomes more active, transmission rates will peak even more.
B. The WHO recommended these measures to remain in place until countries show no new transmission of polio for six months.
C. The WHO’s action may also help governments to make polio immunization a priority.
D: If the situation remains unchecked, it could result in the failure to eradicate one of the most serious vaccine preventable
diseases.
E: scientists are looking for further evidences to understand the phenomena.

Only D shows the urgency mentioned in the argument. Others are general recommendations.

Went with option D but E seems pretty close as well.

A. This raises the possibility that when the virus becomes more active, transmission rates will peak even more. -- There is nothing stated about virus becoming more active
B. The WHO recommended these measures to remain in place until countries show no new transmission of polio for six
months. -- contradicts the last line in the above mentioned paragraph
C. The WHO’s action may also help governments to make polio immunization a priority. -- WHO did not take a action yet
D. If the situation remains unchecked, it could result in the failure to eradicate one of the most serious vaccine preventable
diseases. -- CORRECT
E. The members of the WHO are deeply concerned with findings of the 14-member panel. -- The last sentence gives us a cause for the spread of polio and following it up with an effect ( which is option D) seems to be the best way.
