The Transit Authority’s proposal to increase fares by 40 percent must be implemented. Admittedly, this fare increase will impose a hardship on some bus and subway riders. But if the fare is not increased, service will have to be cut severely and that would result in an unacceptably large loss of ridership.

The recommended course of action is to increase the fares - the alternative is to keep the fares the same. The objection against the alternative is that you would lose a ton of ridership because service will have to be cut severely. The passage does nothing to address why increasing the fares would not be subject to the same objections; i.e., that ridership would also dramatically decrease because now people can't afford to take public transit.
