Statement (1) The call cost more for the first minute that than for each additional minute.
This statement gives no information on how long the collect call lasted. hence is insufficient.

Statement (2) The call costs \$5.68.
This statement gives the cost of the call, but nothing to calculate the duration of the call. Hence is insufficient.

Combining both statements also, we cannot find the collect call duration.
