E. they have neither prevented the artist from creating the art nor prevented the artist from the displaying of the art in other venues. – ‘ from the displaying of’ is wordy; repetition of ‘prevented the artist from’ on either side of ‘neither—nor’ is verbose.

Choice D is guilty of two different Sentence Construction errors in the same phrase. ''not prevented the artist from creating'nor have they from displaying' would require a verb clause ('prevented him') after 'have' in order to be parallel; as it is 'nor have they from'' is a sentence fragment in need of a verb clause, regardless of parallel structure. 
In choice E, the phrases following 'prevented' in each case, "the displaying of the art" and "creating the art', should be parallel, but are not. Accordingly, E is also incorrect.

Wrong. Very wordy. Why we have to repeat exactly same words in 1 sentence. The correct structure should be "prevented the artist from NEITHER creating ....NOR displaying".

I narrowed down to C and E...other ones do not maintain parallelism...
E introduces extra info - prevented artists from the displaying..we don't know whether the ARTISTS were the one to chose where to display their material..so C

IMHO,(E) is grammatically correct,but quite wordy.(D) is incorrect as the comma is missing before "nor".I am torn among (A),(B) and (C)

My question is how far ellipsis can go?
Can (A) and (B) read as below respectively?

they have neither prevented the artist from creating the art nor [they have neither prevented the artist] from displaying...

neither have they prevented the artist from creating the art nor [have they prevented the artist from] displaying...

Please help clarify :-)

It would be much easier to solve such problems when you recognise where the parralellism structure begins and which the two elements of parallelism are:

A: ...  NEITHER ( prevented  the artist from creating the art) NOR ( from displaying  the art in other venues).
The first elemnt is a verb ("prevented"), so the second elemnt should also be a verb, e.g. neither prevented, nor penalised. However the second element is a prepositional phrase ("from displaying"). Hence option A is wrong.

B: ......  NEITHER ( have  they  prevented  the artist from creating the art) NOR ( displaying  the art in other venues.)
A verb ("have prevented") is wrongly made parallel to a gerund ("displaying").

C: .........  FROM ( creating  the art) OR ( displaying  the art).
Two gerunds "creating" and "displaying" are correctly made parallel.
