Between 2004 and 2007, the number of robbery cases in Chef County reached an average of 3 reported robberies per month! Immediate measures had to be taken and Sheriff Sandberg was brought on board in December 2007. Since then, in the following three years, the average has lowered to just 1.2 reported robberies per month! Clearly, the number of robbery cases in the town has significantly reduced because of the new Sheriff's approach.
The argument assumes which one of the following?

The first thing that pops out of page is the word "robbery cases". The premise talks about reported robbery, while the conclusion refers to "robbery cases" in general.
So there is a missing link between the two. My first thoughts reading so far is -
I guess the author is assuming that there is no reduction in the number of people reporting the robberies.

Assume that it did go down - So what ?. The premise is in regard to a particular county and not the state in general. Also, the reduction in the number of robberies could have been because of the Sheriff's approach. So we will rule this option out as out of scope.D.
