Between 2004 and 2007, the number of robbery cases in Chef County reached an average of 3 reported robberies per month! Immediate measures had to be taken and Sheriff Sandberg was brought on board in December 2007. Since then, in the following three years, the average has lowered to just 1.2 reported robberies per month! Clearly, the number of robbery cases in the town has significantly reduced because of the new Sheriff's approach.
The argument assumes which one of the following?
A. The figure representing robberies reported as a percentage of total robberies remained fairly constant from 2004 through 2011.
B. 1.2 robberies per month is the lowest figure reported since the year 2000.
C. The overall crime rate in the entire state did not go down drastically during 2008-11.
D. In June 2008, the definition of 'robbery' underwent a change in the police terminology because of which many cases which would have been entire termed as robberies were not termed so now.
E. The support staff to the Sheriff remained duCring the period 2004-2011

Let's look at the flow of the argument -
1) Between 2004 and 2007, the number of robbery cases in Chef County reached an average of 3 reported robberies per month
So, Reported robberies / Number of Months = 3
2) Sheriff Sandberg gets appointed in December 2007.
3) In the following three years, the average has lowered to just 1.2 reported robberies per month
Conclusion - The number of robbery cases in the town has significantly reduced because of the new Sheriff's approach.
The first thing that pops out of page is the word "robbery cases". The premise talks about reported robbery, while the conclusion refers to "robbery cases" in general.
So there is a missing link between the two. My first thoughts reading so far is - I guess the author is assuming that there is no reduction in the number of people reporting the robberies.
Let's move to ACE -
A. The figure representing robberies reported as a percentage of total robberies remained fairly constant from 2004 through 2011.
This seems a fair assumption, if there is a decrease in the people reporting the robberies, then we cannot conclude the number of robbery cases reduced. They are still occurring, but now are unreported. Will keep this.
B. 1.2 robberies per month is the lowest figure reported since the year 2000.
Irrelevant ! Whether 1.2 robberies per month was lowest or it was not, doesn't affect the conclusion.
C. The overall crime rate in the entire state did not go down drastically during 2008-11.
Assume that it did go down - So what ?. The premise is in regard to a particular county and not the state in general. Also, the reduction in the number of robberies could have been because of the Sheriff's approach. So we will rule this option out as out of scope.
D. In June 2008, the definition of 'robbery' underwent a change in the police terminology because of which many cases which would have been entire termed as robberies were not termed so now.
Interesting option, but doesn't help. If a change in terminology did occur, the cases wouldn't be counted as robberies in the premise as well. So eliminate.
E. The support staff to the Sheriff remained duCring the period 2004-2011
Irrelevant to the conclusion. Eliminate
