I am not entirely convinced why C is wrong. Edgar clearly mentions that the fish are inconsequential but Raf says that 'the threat to that fish species' is a sign of a very serious threat to the water supply. Doesn't this essentially affirm my thinking that the fish are important and their existence is necessary for the supply of water? So Raf is directly contesting the claim that the fishes are inconsequential.

Actually, the two are not arguing about the fish being inconsequential.

Yes, Edgar mentions it, but Raf ignores the fish and basically says who cares about the fish (implying that fish are not important, thus not arguing about them) and says that it is not about the fish, the fish is just the beginning of bigger problems we are facing.

Ohhhh now I see it!!! Raf is essentially saying that the threat to the fish is the start of something bigger and the fishes are themselves inconsequential. They therefore turned off the pumps not cause of the fish but cause of this bigger unknown reason. Hence, survival of the fish species is not the only reason. This validates B. Thank you bb!!

There is considerable nuance here. Are we sure it's not a 705+ level question?
