Think b. C is also close but b seems more concise. "president" is capitalized in b which made me a bit hesitant but then you have Prince William, King George etc so I guess by the same token you can also have a "President" in caps

B is both gramatically correct and stylistically compact, making it the best choice.

C is perfect from a grammar point of view, but is stylistically inferior to B. On the GMAT, when you have a choice between a clearly-expressed simply-written sentence and one that adds extra phrases or clauses, go with clear and simple every time.

E, similar to C, unnecessarily breaks up the ideas; accordingly, it's inferior. Putting "Venezuela" and "the country's economy" so far apart also weakens the structure.
