Both are great programs and you probably can't go wrong at either but I know which one I'd choose if I were going for IM just based on reputation and my experiences visiting the schools.
Who/Where do you want to work upon graduation? You might want to look at each schools employment reports to see what IM firms recruit out of each school and how many they placed.
Also, you could try contacting the chairs of each schools investment clubs to see if they can give you any insight to the school, curriculum, facilities, job prospects, etc...
Furthermore, I know UCLA has the Fink Center but I'm not sure if USC's Center for Investment Studies (CIS) is a true center/investment facility or just a forum for the SIF club. So, you may want to look at each of those to see if either is more beneficial than the other.
