As you're an international student, NUS/NTU would definitely like to see a score in excess of 680, ideally 700+ for NUS as it is an even more selective school.

bbjhva is right: a score of 700+ would definitely make you more competitive but that does not mean that you cannot apply if your score isn't that high. Try to look at your entire application, as the adcoms will not look at GMAT score alone, though that is definitely an important component.

NUS has an average GMAT of 662. My guess is that the range is relatively narrow. I've seen applicants with good profiles but GMAT's below 600 get turned down. If your GMAT is below 600, you should definitely retake the test. Once people pass into the 700+ range, INSEAD becomes another attractive Singapore option. That said, NUS is might be a better fit than INSEAD for people looking to move into financial services from outside the industry, for example, where a longer program and more company contact let people without stellar profiles make more dramatic career shifts. NUS might also be a better fit for people with a very strong focus on Southeast Asia.

Like all schools, I expect NUS would want higher GMAT scores from over-represented demographics - Indian male engineers applying from India or Singapore, for example - since high GMATs from these segments let them take lower GMATs from less common applicant groups without compromising their mean score.
