In order to answer "Weaken the Conclusion" questions, you need to understand what assumptions are made in the argument. The assumptions fill the gaps that lie between the premises and the conclusion. Here the conclusion is "Essay is essential part of application process". The premise states that "without essay the personality cannot be evaluated". Why can the personality only be evaluated with the essay? The assumption is "personalities can ONLY be evaluated through the essay". The correct answer will ATTACK that assumption.
B is interesting because it discusses why the essay might not make sense from a cost-benefit standpoint (very attractive to business types like us), but it does not address why the essay is the ONLY way to evaluate personality.
E shows us another part of the application process that will provide information about personalities - this directly attacks the assumption.
