I think you just have to read the question twice and keep on writing the facts that are given. When we are trying to solve the question in a hurry , we are tend to skip the information or understand it in a different way
Solution
each drum can be of 15 gallon or 25 gallon
Manufacturer order for two types of drums has to lie between
10,000 <= No. of drum of each type ( 15 gallon or 25 gallon) <= 15,000
D15 -> No. of Drums with 15 gallon capacity
D25 ->No. of Drum with 25 gallon capacity
to make 500,000 gallons = D15 * 15 + D25 * 25
500,000 = 5(3 * D15 + 5 * D25)
100,000 = 3 * D15 + 5 * D25
Using the options given , you can work through your answer.
