This government has given subsidies to the Navratnas but there is no telling whether the subsequent one will do.

A. whether the subsequent government will do Will "do" what is not made clear. "Do" by itself is used mostly to question something. Eliminate.

B. if the government to follow will accept the policy "if" is used to provide conditional (if...then...else), to provide a choice between two or more options, we should use "whether". Eliminate.

C. if the government to follow will adhere to the policy Same error as in (B). Eliminate.

D. whether the subsequent one will do so Correct answer. Above errors are rectified and no new new errors are introduced.

E. whether the other to follow will be able to do. "other" implies there can only be two possible governments and "able" introduces a doubt about the government's ability, neither of which is implied in the original sentence. Unnecessary meaning change. Eliminate.

Hope this helps.
