(C) from an emphasis on its chemicals business and to expanding
(D) from an emphasis on its chemicals business and to expand

Parallel structure and logical meaning should take you where you want to go here. It needs to be emphasizing/expanding or emphasis/expand, but no mixing and matching. That eliminates A and C.
The idiom moves from/to eliminates B, C (again) and D. You can't have from/and to, as this logically doesn't make sense.
Moving itself doesn't work, unless the company is trying to dance. That eliminates A (again) and B (again).
Answer must be E by process of elimination, especially since the other choices have been doubly eliminated. And indeed E has the correct parallel structure and maintains the correct meaning, so that must be the answer.
