(1)+(2) Since from (2) L = 23 kilometers, then from (1) S + 23 = 42 --> S = 19 kilometers. Sufficient.

From S1:we can infer than Short+Long=42kms or
Shorter will be less than 21 kms and longer more than 21 kms.
Not suff.
From S2:Long route=46/2=23kms.
Still short route can't be found out.Not suff.
Combining the 2 statements:s+l=42
And l=23kms
S=19kms
Both are together suff.
