I know this is a official exercise from GMAC and is probably right, but for me the answer is E. The statements do not give any information about neutral numbers (zeros)

The question asks about the sum of the numbers in a list. When we combine the statements we get that the sum of positive numbers in the list 7.3 and the sum of negative numbers in the list is 7.3 - 10.6 = -3.3. So, the sum of all numbers is 7.3 + (-3.3) = 4.
Answer: C.
As for your doubt: what difference would it make whether we have a few zeros in the list? How would it affect the total sum? Even if there are zeros in the list their sum is 0, no?

1. we do not know +number or other numbers are all zero so not sufficient.
2. same confusion. not sufficient.
1&2. we know positive and negative we can ignore zeros as they do not contribute to sums. Sufficient.
