Dear nevilpat1,
A relative easy question that is not up to the standard of true GMAT DS question.
This question can very easily be dispatched simply by noting that if a line goes through the origin (0, 0), then it can have any slope. Such a line would satisfy the "equal" part of both statements, so clearly, nothing is sufficient. No conclusions can be drawn.
This question would be considerably more subtle if the "equal to" part of the inequalities were dropped, but then we would have to change one statement so that the two statements were still logical consistent with one another. It's very hard to write high quality GMAT questions.

1. x,y both intercepts are positive
2.x,y both intercepts are negative
3.x,y both intercepts or at least one intercept is zero
Both the positive or negative slope can go through origin (0,0).
Not sufficient!
ii) 2 possibilities
1. x,y one of them is negative
2.x,y both intercepts or at least one intercept is zero
Both the positive or negative slope can go through origin (0,0).
Not sufficient!
i+ii) Allows 0,0
Both the positive or negative slope can go through origin (0,0).
Not sufficient!
IMO Answers Answer is E
