Hi everyone!

I'd like to add my two cents, as I noticed from some of the explanations above that others may have made the same mistake I did.

As a non-native speaker, I misunderstood the meaning of "creating jobs." I thought it meant that the positions would actually be filled, but in English, it typically means that vacancies will be made available — that is, positions will exist that someone could be hired to fill. It doesn’t necessarily mean those positions will be filled.

I think that may clarify for some people why D works.

The answer should be E because the argument of the developer is that the mall will benefit the city, and he states the way that will occur is by creating jobs. Remember, in the question it states "if true", which means we can assume each option to be true. E begins with "The city will benefit financially from the new shopping mall". Due to the format of the question it can be assumed that "the city will benefit", and as the primary argument is to show benefits for the city this is the best answer.

Even if we take the developer's argument plainly as the mall will create jobs, the fact that in E a fact is the "benefit" makes it the best answer. If we say that more assumptions would be needed like assuming the council cares about financial benefits (which is reasonable to assume) then for any answer we would require more assumptions, D: Are these unemployed people hired or could they be gentrified by this, C: Do these retailers require in-person employees, and if so are they from the city.

The best answer is E, because it establishes, as fact, a benefit for the city, which the council evidently cares about.

Hi. The argument is the project will benefit the city by creating jobs, not generating revenue.
The argument background is important in this case. This is the reason why E is not the answer.
