For you to get a footstep into the German labor market I would not directly recommend you to go to HEC Paris.
HEC Paris is certainly a very good school and will provide you with a very good education, however, I would question whether HEC will aid you so much in getting into German companies.
Some (also good) German students go to HEC, however, often they already have done their Bachelor in Germany or otherweise a foothold in Germany (e.g. through internships).
As it sounds from your post, that you have no foothold in Germany so far, I would suggest to go to Germany for your Master studies.
For the reputation part of the question, I think it would be more sensible to ask for the kind of industry/positions you aim for, as HEC is well known in finance and consulting, but i am not sure whether this is the case for other industries as well.
But it is not only about the reputation, but also the connection and exposure to companies, e.g. through company presentations and workshops. Furthermore, your fellow students can give you helpful advice. I would doubt that students at HEC (as I suppose they focus more on jobs in France) could give you this advice.
Another point is the language. It sounds from your post, that you can still improve your German skills. As this is more probable to happen in Germany in an environment with German students, this is another reason in favor of Germany (language helps you a lot in finding a job!).
However, if you perceive employment in Germany only as a plan B, and actually focus on France (and idealy are fluent in French), I would definately go to HEC.
(I wouldn't choose my place of work solely by the beverages they serve

Another question, of course, is whether to accept or wait for the result of applications to other business schools.
