Hi guys,
I am always confused while using has and have. I came across below question.
The push by rich countries to cut emissions have raised fears that it is an attempt to secure new markets for environmental technologies.
have raised fears that it is an attempt
have raised fears that they are trying
has raised fears that they are trying
has raised fears that it is their attempt
has raised fears that it is an attempt
I zeroed on option A. But Answer is C
How to decide on "has vs have" and "trying vs attempt". Can someone please tell me when to use present tense and present continuous. I find this topic totally confusing.

"The push by rich countries to cut emissions" - Try to separate the subject from the cloud around it -
The subject here is "The Push" .....Which is singular.... Hence use HAS.
