Conclusion mentions that course should be improved or eliminated. The negated option will destroy the conclusion.
Negation of Option C, it rightly states that those people who could not complete the course, then they may be more likely to have collision or injury. Hence, such courses should not be eliminated or it may lead more injuries.
Hence, C is the correct answer.

Regarding C being restatement - the para mentions a fact relating to past 10 years. Assumption is when we extrapolate for present.

In any case, options other than C do not hold good.

Ski Resort Board Member: The free skier safety courses that have been offered by the resort for the past ten years must be improved or eliminated. => Conclusion

The courses, which are designed to encourage safe skiing and reduce the risk of collisions and injuries, have always been free, highly publicized, and offered at various times throughout the week to accommodate a wide variety of scheduling needs. => Premise 1

Despite this admirable initiative, a study shows that, during the past 10 years, skiers who completed the course were just as likely to be involved in a collision as skiers who did not complete the course. => Premise 2 (revealings of a study)

The resort wastes thousands of dollars each week running these ineffective courses. => Intermediate Conclusion

Which of the following is an assumption on which the board member's argument depends?

From the intermediate conclusion to the main conclusion, the main connection is brought about by Choice A) - ie., The skier safety courses could be improved without substantially increasing the program's budget

Choice C) is a copy-paste of Premise 2.

Assumption is something tacit - not explicitly mentioned in the passage, and also acts as a bridge between premise (here, intermediate conclusion) to conclusion.

So Choice A) is correct.
