OA is C.

Last passage describes a large dam and why it should be removed?. Last paragraph gives more details about why glen canyon dam should be removed.
Clearly C is the only answer possible as from fist paragraph the theme of the article is that outdated dams must be removed. To justify the position the author gives one example.
